Dubai is gearing up for one of its busiest nights on the water with a mandatory marine-traffic management plan that will be enforced during New Year’s Eve celebrations.
The Dubai Maritime Authority (DMA), part of the Ports, Customs and Free Zone Corporation, announced that special restrictions and safety measures will be in place from 10pm on December 31, 2025, until 2am on January 1, 2026, to ensure smooth and secure movement across the emirate’s waterways.
A one-way system, controlled timings, and marina-specific guidelines
With hundreds of vessels expected to head out for prime views of the city’s fireworks, the DMA has introduced a fully integrated plan designed to prevent congestion and minimise collision risks. The system includes:
- A one-way navigation route for vessels
- Scheduled departure and return times based on vessel size
- Tailored arrangements for each marina, including Dubai Marina, Dubai Harbour Marina, the east and west marinas at Palm Jumeirah, and Dubai Water Canal
A full guide, including maps, timings, and movement rules, has been issued alongside a navigational warning for all operators.
Early briefings and strict compliance
Sheikh Dr. Saeed bin Ahmed Al Maktoum, Executive Director of the DMA, urged vessel owners, captains, marinas and yacht clubs to brief crews and passengers well in advance. He stressed that all seagoers must follow designated routes, maintain safe distances, and plan trips with weather conditions and vessel capabilities in mind.
“New Year’s Eve brings one of the highest levels of marine activity of the year. Our goal is to ensure safety, prevent incidents, and give residents and visitors the best possible experience on the water,” he said.
Real-time monitoring and penalties for violations
To enforce the plan, the DMA will deploy monitoring teams and coordinate with strategic partners across key locations. Vessel movements will be tracked using:
- AIS monitoring systems
- Cameras
- Maritime patrols
Non-compliant vessels may face penalties, including suspension of licences for vessels, captains, or crew, in line with Dubai’s maritime regulations.

Dubai recorded zero marine accidents during the past New Year’s Eve celebrations — a benchmark the DMA is determined to maintain. Authorities say the enhanced marine-traffic plan reflects Dubai’s leadership in organising large-scale public events and its commitment to ensuring the safety and happiness of everyone celebrating on land or sea.
